San Angelo police officer rescues neglected dog, arrests owner

After finding a severely neglected dog tied to a fence in the 400 block of East 19th Street Monday, San Angelo police arrested the dog’s 56-year old owner.

Christobal Martinez was charged with cruelty to animals Monday after police discovered the dog tied to a fence.

According to a release from the SAPD, an officer who was in the area on an unrelated call for service heard what sounded like a dog coughing and became concerned. The officer approached the residence and discovered a pit bull tied to a fence. The dog was dehydrated and emaciated and its bones were visible through the skin.

While waiting for animal control to respond, Martinez, the dog’s owner, arrived. Animal control arrived and seized the dog because of the poor living conditions and the dog’s weakened state of health.

Martinez was arrested and transported to the Tom Green County Jail without incident.
