No-show in child sex abuse hearing jailed

A 37-year old man wanted after he failed to appear in 51st District Court Monday has been arrested. Stephen Kelly Franks is accused of continuous sexual abuse of a child, victim under 14.

Franks was booked into the Tom Green County Jail at 11:42 a.m. Tuesday, according to jail booking records.


According to court documents, Franks committed two or more acts of sexual abuse against a child younger than 14 years of age. Court documents also state Franks continuously abused the child from approximately Sept. 1, 2008, through May 15, 2013.

A report about the abuse was filed with police on April 14, 2014. The victim told police Franks continually raped her from the time she was in kindergarten until 2013, at two different addresses. It began in their home on Lindenwood Drive and continued when they moved to Waco Street. The victim also told police Franks abused her almost daily from 2008, until she moved out of the home in 2013.

Franks’ trial was scheduled to begin at 9 a.m. Bailiff Brian Elkins called Franks’ name three times but he was not present in the courtroom.

An arrest warrant was issued and Franks’ bond was set at $500,000.
